Background: Bird comes from a kobold tribe that was quickly broken and scattered during the War of Three Dooms. He had never met the blue dragon his people claimed to have originally served, but he is the last known survivor of his tribe carrying on their oral history. He prophesized a future of a blue dragon that would bring a storm to wash away the dooms and bring in a new age of rebirth. He first tried spreading his tale to the dragonborn, but most of them were angered by these stories, especially considering that only a tenth of them were blue. After the dragonborn drove him out, the kobold then attempted to appeal to the goblins. None of them understood draconic, but they eventually came to a sort of understanding where they adopted symbols and terms he taught them. As the years passed the kobold would observe goblin houses at night while perched on roof corners. If they had his symbol he would perform ratting services with them, invaluable for curtailing blight (usually only affects mammals). Because of his posture and indistinct shape in the dark he became known as “the Bird”. His real name is Drvgrekervskev (pronounced with a heavy draconic accent), though acknowledging how difficult it is to pronounce in the common tongue he has accepted the moniker “Bird”. Appearance: Bird is a gaunt and sickly looking kobold with hardly so much as a rag to cover himself. In spite of his claims of being blue-scaled his scales retaining the hue of no particular dragon breed, having been bleached of all color by the Deathwind allabon. All his belongings are scavenged or handcrafted, other than his recently acquired magic items. He moves by scampering around on all fours.
Personality: Though appearing borderline feral, Bird speaks quite formally, showing extensive knowledge of the world in even a simple conversation. Though, this usually is only expressed through his fixation with dragons. It is through that fixation one might also notice a streak of arrogance, considering draconic beings as himself to be above the average mortal. Bird is a coward by nature, not caring to put himself at risk for his allies. This survival instinct has served him well for his 75 years living within the Scrub Wastes.
Other Details: Bird is from the Scrub Wastes, not the Grand Cleft. I selected that because it was the closest option. He is very personally invested in the story of the Scrub Wastes and would not leave unless there was a significant story reason to do so, or a blue dragon messiah-like figure for him to follow in a different region.
