On the outskirts of Highspire society, the densely-packed slums are crawling with all forms of violence, born from hunger and desperation. Some struggle to make an honest living, working as laborers and servants, while others turn to a life of crime. The worst of it hangs below the main island, where hanging walkways and upside-down buildings fall slowly into disrepair. It still smells like smoke.
