Beyond the Veil is a civilization thousands of years older than humanity, and it was never one unified empire. It's a mess of competing powers — Ancient Empires and their Noble Duchies, Merchant Leagues, Corporate Syndicates, Mage Guilds, Dragon Houses, Religious Orders, and Free Worlds held together by whoever had enough resources to buy or muscle out everyone else.Magic and technology aren't separate categories out there — starships run on enchantments, artificial intelligences carry souls, dragons sit at the negotiating table as both enforcer and advisor.
Holding all of it together is the System: not a government, a standard. It's civilization's shared operating infrastructure — the thing that makes magic, skills, classes, levels, languages, contracts, property, resurrection, and soul management function the same way whether you're a Dragon House elder or a Free World laborer. Levels and stats exist because they're the most efficient way to measure capability across countless species and empires that otherwise have nothing in common. It's less "chosen by destiny" and more "industry standard."
