Noctis was already a little hard to parent and seemed to attract trouble somehow. In contrary to his parents, he wanted to see the world rather than spend all day in the library studying or working as a scrap picker. That's why he went exploring everything he could at a young age. Initially it was just the neighborhood but it quickly spread until he reached the less frequented visited corners of Underhaven.
The first time Noctis got in troubles while exploring the cave system of Underhaven he got grounded by his parents but even that didn't seem to dampen his curiosity. His dad is probably still disappointed to this day and always reminded him that he should start working properly but Noctis has never listened. He wanted to make his parents happy his own way and repeatedly mentioned that they will see what he is capable of when he discovers something big.
Until now his parents and others had enough influence to keep him in Underhaven but sooner than later Noctis will put his plan into action and visit the mist contaminated surface. An important reason for this is certainly to help others understand what is going on up there and perhaps find a way out of this place, but also his ego and the desire to prove to the doubters that he is brave enough to do so.
When the Owlin finally reached adulthood his parents had enough of his shenanigans and threw him out. Especially his dad wanted to teach him a lesson and prove him that with his "scouting mission" he could never effort a place to live. It is likely that they expected him to return in a short time begging to stay at there place and they would have let him but only if he came to his senses and let that scout thing be and work as a scrap picker. Days after days passed which turned to shifts after shifts but Noctis never returned.
Only time will tell if the brave yet curious Owlin succeeds in his mission exploring the surface...
