This is Theodore Renniks, a serial killer that skins his victims dead or alive. He has an obsession for skinning any and everything he kills. Theodore usually kills his victims by taking the form of someone they trust or someone innocent looking. Then stabbing them in the back or knocking them out to be skinned. He then sells their skins for money in the black market. But more recently he tried to skin someone in service of the crown and for the first time got caught, being captured by the crown of Cendrelune.
