While wearing these shoes you can stand on and move across any liquid surface as if it were solid ground. If you end your turn on a liquid in this way, you sink into it as normal until you stand on solid ground again. In addition, while standing in water, you can use a Magic Action to cast the control water spell using the shoes. When you do, you can only use the spell to flood or part water as described in the spell. Once the shoe's been used to cast this spell, it can't cast the spell again until the following high tide. Furthermore, you can cast the cantrip Water Lash at your character's level as you kick or stomp your feet (Spell attack bonus +7). During Spring Tides, the cantrip has the following changes: High Tide. You can push a creature up to 20 feet away and it can be Huge or smaller., Low Tide. You score a Critical Hit with an 18-20.
