An older Tidebound priest whose calm, soft-spoken manner is more unsettling than outright threats. Nehssa claims to “hear the low tide whisper,” interpreting subtle changes in current, moon, and shoreline. They speak in metaphor, avoid direct violence, and believe they are preparing the world for an inevitable drowning. Nehssa never raises their voice—ever.

Leader of the Tidebound
Nehssa Ur-Tal is gaunt in a way that looks intentional, like someone carved away every unnecessary piece of flesh to leave only devotion behind. Their skin has the faint gray-green cast of someone who spends too much time near cold water, and their hair hangs in thin, wet-looking strands, always clinging slightly to their cheeks and neck. Their eyes are unsettlingly dark, with a glassy sheen that makes it hard to tell where the pupil ends. Nehssa dresses in layered garments of woven kelp-fiber and fish-skin, faintly iridescent and always damp to the touch, giving off a quiet briny smell. When they move, it’s slow and fluid, as if mimicking the pull of tides; when they speak, their voice never rises above a calm whisper that still somehow carries across a room.
